Kimberly Levingston is a native of Prichard, Alabama, and a proud 1996 graduate of Mattie T. Blount High School. She later earned her bachelor’s degree along with dual master’s degrees in accounting/business administration and human resources.
Mrs. Levingston dedicated nearly fifteen years of service as an Accountant in post-secondary education at Bishop State Community College before transitioning into the housing industry. During her eight years in housing, she has served in multiple leadership capacities and achieved one of her greatest professional accomplishments by becoming the Chief Executive Officer (CEO) in 2024 at the Housing Authority of the City of Prichard (HACP).
Her vision as CEO is centered on creating and sustaining affordable housing opportunities within the same community where she was born and raised. Mrs. Levingston recently celebrated her second anniversary as CEO, marked by several major accomplishments and milestones. Highlights of her leadership include the groundbreaking of new home developments, successful grant writing and awards — including a recent $250,000 security grant — and national recognition from CBS that will be featured this Fall, Zeta Phi Beta Sorority, Incorporated, Steppin’ Out Magazine, Blacks in Government – Port City Chapter, and Mt. Sinai Missionary Baptist Church – Whistler, Inc.
Under her leadership, HACP received an “A” rating on two NSPIRE housing inspections, successfully closed on eleven (11) home sales in 2025, and sold four additional homes in 2026 to date. Mrs. Levingston also earned her New Executive Director Certification through Nelrod, a nationally recognized affordable housing training organization supported by HUD.
A strong believer in leadership development, Mrs. Levingston invests significant time into strengthening and mentoring her leadership team by focusing on both individual strengths and areas of growth to ensure long-term organizational success.
Beyond her professional accomplishments, Mrs. Levingston remains deeply committed to her faith and community service. She is an active member of Mt. Sinai Missionary Baptist Church – Whistler, Inc., where she was baptized at the age of seven. Throughout her years of service, she has served as the church’s first Financial Secretary, Youth Director, Trustee Member, and Sunday School Secretary. She currently serves faithfully as a Youth Counselor, Matrons Chairperson, Choir Member, and one of the church’s Purchasing Agents.
Mrs. Levingston is also a dedicated member of Zeta Phi Beta Sorority, Incorporated, Nu Zeta Zeta Chapter of Prichard, where she has served on numerous committees and community service initiatives. Additionally, she has served on the state level as an Audit Committee Member.
She is also a member of Blacks in Government – Port City Chapter, where she currently serves as the Chapter Recording Secretary.
